Welcome to the Western Maryland Resource Conservation and Development (WMRC&D) Council, Inc’s website.  Our mission is to build and sustain resource conservation programs raising the quality of social economic and environmental development in our region.  The WMRC&D Council was incorporated in 1993 and includes Garrett, Allegany, Washington, Frederick, and Carroll counties, Maryland.  The Council is locally driven by representatives from the counties Board of Commissioners, Soil Conservation Districts, municipalities, grassroots organizations and interested members at large.  With twenty years as an established council, the WMRC&D Council will continue to serve the residents of the five-county area in assisting them with addressing their economic, social and environmental concerns.
